We can normally consider complaints about chargebacks:

from card holders complaining about card issuers
These are usually complaints that a chargeback was not attempted – or was attempted but was not successful.

from merchants who are "micro-enterprises" complaining about merchant acquirers
These are usually complaints that the merchant acquirer accepted a chargeback request and debited the merchant’s bank account with the amount of the chargeback.

As it is not backed by statute, it is, of course not a magic bullet.

Not true. The Which article you quoted includes 'where the merchant has ceased trading'. The money is claimed back from the vendor's bank, provided there are funds in the account it should be honoured. It does work, because I've used it myself to reclaim money under a Visa Debit card for services not supplied when the supplier ceased trading.

You are correct to an extent. If the vendors account has not yet been frozen or the payment has not been made to the account a chargeback can succeed, however it is not guaranteed to be possible and if it fails there is no comeback.

The difference with S.75 is that if it fails you own card issuer must reimburse the money even if they are unable to recover it.
