As a child or young person, you cannot normally be taken to court for debt. This is because you cannot be legally held to a contract you make when you are under 18.
As a parent you are not usually under any obligation to pay the debts of your child. However, if you acted as a guarantor for a contract they entered into, you will be responsible for any debts under the agreement.
I'm no expert on law, so what I say here will possibly contain an error ....
It's my understanding that debts accrued by people under the age of 18 are not enforcable. However, those debts can stay on file, and once a person reaches their 18th birthday, they can then be invoiced for the full amount.
There is some advice on this page, but it seems to be as clear as mud. I'll quote the relevent parts anyway.
I'm not sure if this applies to the railways though.
