Universal United Kingdom Resort - rail implications

The Universal theme park has now been given an official name see here:

Universal's planned UK theme park will be named Universal United Kingdom Resort, it has been revealed, and will be supported by £1.3bn in government funding.

Comcast NBCUniversal said it expected the attraction to draw 8.5 million visitors a year when it opens in 2031, with ambitions for it to become Europe's most-visited theme park.

The US entertainment giant said it would invest £5bn in building the resort, in Kempston Hardwick, Bedfordshire, with a further £1bn planned over its first 10 years.

The government's contribution will go towards upgrading local infrastructure and transport links to help accommodate visitors from across the UK and overseas.

This seems like a good opportunity to give what we must learn to call Universal United Kingdom Resort its own dedicated discussion.

The BBC report says this about rail:

Part of the government's investment will fund upgrades to Wixams station to create a four-platform stop, as well as improvements to the A421, which were expected to cost £474m.

Wixams is the Thameslink line stop closest to the resort, but there is also a planned East West Rail station at Stewartby, expected to open in the early 2030s.

I have now found the government press release which is here:

The Universal United Kingdom Resort, one of the largest ever investments in the UK tourism sector, will employ thousands and entertain millions of people.

Rail is mentioned here:

The Department for Transport is also going ahead with plans to upgrade the strategic road and rail network, on the A421 and at Wixams station, which will provide wider resilience and improved connectivity within the region, at an expected cost of £474 million.

I can't find a specific reference to East west Rail but the Oxford-Cambridge growth corridor is in the Chancellor's quote:

This landmark investment in the heart of the Oxford to Cambridge Growth Corridor will unlock nearly £50 billion of economic growth and create tens of thousands of jobs across Bedfordshire in construction, hospitality, creative and technology sectors.

Our own investment in transport and infrastructure means that local people will benefit — improving connectivity, backing our creative industries, and bringing millions of visitors to the UK from across the world.

There is no such thing as a Wixhams station currently
Wixams station is a construction site, see the aerial photo here:

The construction of a new railway station has been officially put on hold because of plans to build the Universal theme park nearby.
Work had already started on building a two-platform railway station at Wixams in Bedfordshire and £28.3m had already been spent on the project.
But Conservative Mayor of Bedford Tom Wootton has rubber stamped the decision to terminate the existing agreement with Network Rail.
Instead, design work will begin on a larger four-platform station to help accommodate the 8.5 million visitors expected at the resort each year.
A public consultation process on the proposed theme park is under way, ahead of the government deciding whether the theme park can be built.
Aerial view of a construction site with scattered equipment and vehicles, nearby are residential houses and a railway track.

Work to build the station began in the summer of 2024
Construction on the original station began in September 2024, but the council had inserted a termination clause in anticipation of the Universal development potentially overtaking the existing plans.

Upgrade refers to the replacement of the original 2 platform station with a 4 platform station.

£1.3 billion?
Can we have some of that for a new station and improved links at Morecambe for the new Eden Project development?

The Universal United Kingdom Resort has a projected 8.5 million visitors per annum, what is the comparable figure for Morecambe?

I see that the Cornwall Eden Project gets just over 0.5 million visitors per annum.

Surely a new station on the MML is going to be pretty "interesting" to accommodate, given how complex the line has become since EMR Connect was conceived. I assume the EMR fasts won't stop there, but will EMR Connect ? And how will an extra 3 minutes between Luton and Bedford be accommodated ? Glad I'm not the timetable planner !

No. Wixams station does not exist beyond a construction site. No platforms at all, no station buildings, no footbridge, no car park, no infrastructure. Just a pile of mud with some train tracks running through it. Been that way for the best part of 15 years.

The government's decision to cancel previous progress (albeit minimal) at the station, which would have delivered 2 platforms funded in part by the developers of the new village/town - VERY hard fought for, I might add - meant Bedford Borough Council wasted a lot of money.

I still think there should be a single Universal United Kingdom Resort station on the EWR line, with a new Thameslink branch coming off the MML into it. 1 in 4 (maybe 2 in 4) hourly Bedford trains start and terminate there instead of Bedford, freeing up platforms at Midland station for EWR and therefore not needing as much destructive redevelopment.

Extra time is already built into the current timetable, for Thameslink. Hence all soutbound service now leave 2 minutes earlier from Bedford. And arrive into Bedford 2 minutes later.

Are they still proposing a 2-platform Wixams? Absolutely nuts.
It's strange because I thought the construction was stopped because it was decided four platforms were needed. I've just skimmed through the 189 page document and can't find any reference to the additional platforms here.

Bedford Borough Council (and its taxpayers) would surely have something to say if it is the case that Wixams will still only have 2 platforms.

This is the existing approved (see figure title) 2 platform plan for Wixams.

The design work for a 4 platform version isn’t finished (and unsure if it’s started). I wouldn’t be surprised if it outside of Universal’s remit, it’s funded by the government and not on Universal land.

It may be included in the SDO, but I wouldn’t be surprised if the government/Network Rail got planning permission via the normal route, given the approval for a 2 platform station it’s unlikely to be difficult to obtain permission.

Funny how anything south of the Watford Gap AND near London gets funding whereas anything further North gets a promise which is then quietly cancelled

Noted those are the existing plans rather than in-progress plans for 4 platforms (so my q might be irrelevant), I find it strange that there is a large car park at the station.

I was at Disney Paris last week and parked at the RER/TGV station to go into Paris. Whilst convenient for me, it didn't make sense for the parking closest to Disney being used for someone not going to Disney. The station shouldn't be used as a park and ride if the whole point is getting passengers to the theme park. That should be hotels/leisure, so when you get off at the station you feel like you have arrived.

Parking for the theme park doesn't have to be adjacent to the station to accommodate people driving to the theme park. That would clearly result in resort parking being crowded out by park and riders. N'est-ce pas?

Wixhams will serve two purposes - local people will use it to travel away, and incoming passengers will use it to access the theme park.

The car park will be for the local people, and there are mechanisms to ensure it's only really used by rail passengers - for example at Oxford the machine to buy a ticket is on the platform past the ticket barriers (you can buy a ticket without using that machine, but it's phenomenally expensive). So long as the proper parking for universal is sensibly priced it won't be an issue anyway as there won't be a need to avoid it.

BBC News now has an updated report here:

The government has promised an investment worth £1.3bn in infrastructure to support the planned Universal United Kingdom Resort.

The where is the money going section says this:

Most of the money - £474m - has been allocated by the Department for Transport to upgrade the A421 and the new Wixams railway station.
Universal has already said it wants a new junction on the A421 that will directly feed traffic in and out of the resort.
While a two-platform station was already planned to connect Wixams to London and Brighton, work has been halted so it can be expanded into a four-platform stop capable of handling the influx of tourists.
Further connectivity is expected via Stewartby, which is slated for the East West Rail line, with a promise of four trains an hour to Oxford by the early 2030s.

The government will also provide a grant of £400m through the exceptional Regional Growth Fund, while the Department for Culture, Media and Sport will provide a second grant of £438m for "new community infrastructure".
Both of these will only be paid once Universal has completed that infrastructure and opened the park.

There’s a reason theme parks are not built in the North, are you really suggesting Universal should have considered a location in Scotland or really anywhere north of Birmingham?

One is dross, the other is thoughtful. One will be daytrippers from London with little local impact beyond youth jobs, the other sees overnight visitors into a highly deprived, remote area - hard to pop in.

I think the one to be encouraged and supported is not in Bedfordshire personally, but here we are.

I think 4tph 12 car trains to London should be sufficient here. They will be arriving in the counter-direction, so probaby a very efficient use of fixed trains. More in peaks. And 4tph the other way to Bedford, for onward connections inc EWR.

And then also EWR at Stewartby which is destined for 5tph now I believe. This should be enough.

But if Connect was to call, I'd drop Luton Town from those. Luton Airport Parkway is now the main station for the area, with over 1m more users and rising every year as the aorport grow (after the cablecar) - but also it is an employment centre and bus / P&R interchange too.

Ideally it would be an outer service, but even Bedford is begging for those. We'll have to see how those trains evolve with EWR and so on.

Eurodisney in Paris is presumably a good comparator with 4 RER trains an hour from central Paris plus other longer distance services

Theres a reason they didn't choose to set up in the north. The goverment are trying to endorse something and create economic growth in a period of relative stagnation, yet all we hear is whinging. Since you think it is unfair, where do you think that a massive Universal Themepark would go in the north that would hold strong transport connections and would actually be economically viable

Sigh.

Meanwhile I expect the Thameslink trains out of London between 0700-0900 to be much busier when this is open. Rope-droppers will be very keen!

The fifth path seems to be primarily for Universal not the Oxford-Cambridge corridor, the EWR consultation document says this:

We’re now proposing a core EWR service of four trains per hour across the whole route, with a possible additional fifth train per hour operating during the busiest hours – or potentially over a longer period if required. This additional train could also be used to enable service extensions to and from locations on the wider rail network beyond the EWR route. To support the increased demand, we’re also considering operating longer trains of up to five carriages. The proposed EWR services are: • Two Oxford‑Milton Keynes services per hour in each direction • Two Oxford‑Cambridge East services per hour in each direction • Two Bletchley‑Cambridge services per hour in each direction • One additional service, which could support potential service extensions beyond the EWR route The proposed train service is illustrated below:

I can't copy the illustration, but it shows the fifth path as 2 segments:
  • Stewartby to Oxford and potentially beyond
  • Stewartby to Cambridge and potentially beyond
The consultation document also says this about Stewartby station:

Given the proximity to the Universal Entertainment Resort Complex, the design of this station may differ from others along the route. In particular, we’re considering: • A platform and track layout that would allow for flexibility in rail services over the long term. We’re proposing to provide up to four platforms, some of which would be designed to allow for the stopping and turning around of longer trains • Enhanced pedestrian infrastructure, such as entrances, bridges, stairwells, lifts, gate lines and platform widths, to support more intense usage and more visitors travelling with children and luggage • The need for additional staffing, customer service and commercial facilities to provide a high‑quality passenger experience The station would also be equipped with passenger car parking, an active travel hub with cycle storage and other amenities, and drop off and pick up facilities

Given the specific requirements of the investors, there may well have been sites further north. Greater Manchester for example has similar kind of sites dotted around that could easily have accommodated it, and have the road network & international airport to service it (let's be brutally honest, most people will drive to the resort no matter how shiny a new station may be on the site). But they've chosen where they have because it's close to London and the money that is there.

A fairly obvious one there would be for them to reinstate the Park Hall Camelot site which is already a(n abandoned) theme park and right next to the M6 where it could have had a dedicated junction, and the WCML where a station could have been built. However you're right that London is where the money is, and from a transport perspective MK/Bedford might as well be London.

I suspect it will get far more traffic by public transport than Alton Towers though. Plenty of Londoners don't own cars, and the appeal of this will likely not be far off Eurodisney - people will come to the UK specifically to go there and tourists often don't hire cars if they don't need to, and they probably don't in this case - fly to Luton and a short train journey is an easy day trip.

Why? For me it's a mix of flexibility/control and cost

People coming from further afield might have to set off during the morning peak, so a family of 4-5 might be looking at eyewatering prices - just bringing my lot up from London to Bedford at that time is nearly £200. It might be £20 in fuel and £20 in car parking from most of the North side of London. People visiting the site are discretionary travel/abstractive from road so are not captive commuters and so tickets should not be priced as if they were.

What if the weather's miserable and some rides are closed, or the kids run out of energy early? I don't want to be committed to a specific return train that means that means I spend the last 2 hours trying to work out what to do with exhausted and emotional kids.

I might like to not have to walk back across the park because my ticket said Wixams, and if I try to use Stewartby, I fear being treated like a hardened criminal by railway staff itching to issue a penalty fare. Given that, there might also be multiple reasonable routes - e.g. if I live in Burton upon Trent, perhaps I want to get to the park via Tamworth, Bletchley and Stewartby and go home leaving from Wixams via Leicester.

I don't want to lose out on expensive admission tickets because the railway falls apart and I arrive 2 hours late or not at all.

I did start to go down the rabbit hole of wondering about the number of train changes, and whether EMR should call at Wixams or whatever. Those might be quite hard problems to solve. But everything else in this post is solvable with a well thought-out combined travel/admission proposition that includes insurance for when the railway screws up and I arrive hours late, or not at all.

However, my current expectation is that none of this will happen because... <gestures at 2 decades of threads on here>

To solve the ticket destination, there could be through tickets to "Universal Bedford" or similar that are valid to Wixams, Bedford or Stewartby. If a bus transfer from the railway station to the theme park is paid it would include it. Maybe the ticket could have different peak/off peak rules like CIV tickets to London International to account for the counter-peak flow, though this would only be from the south so not helpful for Burton upon Trent.

To be fair, 4-5 people in a medium family car (ideally EV) is environmentally and road space efficient. It's those not filling cars who need to be pushed onto rail, both generally and in this specific case.

Well one reason is not everyone lives in London / South East....
