I agree about the class 315's the ones i have travelled on certainly could do with going to be scrapped, same with the class 508's and some of the class 313's the great northern class 313's could go for another few years although i think these should be reaplced by 2020.
I think some people forget that the 315's are a few years younger than their 3 car brethren. They were built in 1980/1981, and so are 4/5 years younger than the 313's (1976). Personally, I think they are perfectly suitable for inner-suburban stopping services around Manchester and Cardiff (if these area's ever see substantial electrification). With an interior refurbishment as radical as Southern's, and a mechanical overhaul they would be good for another 10 years, and could make electrification scheme's more cost-efficient as opposed to ordering brand-new trains. The last CEP's when withdrawn were 45 years old, and the 101's in 2003 were a similar age, so I'm sure we can coax 45 years of life or slightly more if they're taken care of. That would mean around 2025/2026 they'd be replaced, and with Crossrail coming into effect around 2017, they can be used for another 8/9 years. Same for the 313's and 314's, they can go the distance too. :)

While I can understand why you ask the second half of your question, I cant understand why you ask the first half.

We already know the answer to the first part, I have posted the links to the answers repeatedly on this Forum, mostly in response to you.

I wonder what would happen if there was no masterplan determined by the Department for Transport, and it was all down to the operators to decide what stock they wanted, and there was a free for all for others to bid for existing stock once it was returned to the leasing company. Would chaos ensue?

There is no masterplan.

Each TOC have given current estimates as to how many DMUs and EMUs will be freed by current projects, but no-one has any plans as to what will happen to them (TPE exceptedish).

In the last few years the DfT would have decided what happend to the rolling stock, that but a recent query into how the DfT will be splitting the 319 fleet between Great Western and Northern was met with 'thats a decision for the winners of the relevant franchises'.

In other words, if you bid for this franchises, you sort it out, we have decided its not our (the DfTs) problem anymore.

No it's 165s they have. However, as the Chiltern routes 165s are used on are longer than the routes FGW use 166s on, it proves they aren't just for short distances with a 166 being a newer slightly better version of a 165.
FGW use 166s on Paddington-Gt. Malvern runs; sometimes it's even a 165!
