Have heard that Bremse Kiepe at Wolverton has won a 10yr contract to refurb of LUL Stock ( am assuming it's the deep line stock) units to be transferred by road,

Fold down seats are better, yes, but sadly people are often somewhat unwilling to move, as I've found when using a buggy on S stock and going to the designated area for buggies. People will not move. If perched, it's a lot easier to move along.
I should add that people won't move even if the carriage has loads of other seats, even before the relative ease of moving along the open gangway connections.
But given the new trains have fold down seats, I'd expect that would follow on any refurbishment work.
Why do the 96 Jubilee Line trains have those perch seats anyway? They've kept them after refurbishment and extension to 7 cars, whereas the Northern's 95 stock have tip up seats. It's not as if the Jubilee line has lots of airport traffic like the Piccadilly?
