ULEZ boundary - Uxbridge Business Park

According to TfL's map (halfway down the linked page) their short portion of Sanderson Road is within the ULEZ. It's the sole access point for motor vehicles to Uxbridge Business Park, which is right across the boundary in Bucks, so I'm wondering why - assuming the map is correct - it's not among the exempt routes.

The map is correct; Sanderson Rd is within Ulez. Ulez follows the same boundaries as the Low Emission Zone which has been in place since 2008 and you can see the signage for the Lez on Streetview if interested.
