I followed the link from the banner advert.
It says this is only available if one of the party is resident in the West Midlands and is a limited trial.

Is this trial being subsidised by the West Midlands PTE?
are other PTEs involved?

I don't think anyone really knows the answer to that. But ATOC are using it as a trial area so it could just be that they think it is a good place to trial it.

are other PTEs involved?

It's only available in the West Midlands so far, so my gut tells me "no, atleast not yet", but I don't know why PTEs would get involved in a National Railcard.

Although the Railcard is only available to those at a West Mids address, the discount is available on tickets nationwide, so I doubt that WMPTE is involved.

Indeed, I was able to buy discounted Derby to Sheffield tickets from Derby station ticket office at the weekend no problem (well, no problem once the staff found the right discount code on the computer as they hadn't seen one of those cards before, and the tickets didn't work the barriers so we had to be let through by staff).

(And before anyone asks how I'm entitled to a card when I live in Derby, my wife has a flat in Birmingham where she lives Monday to Friday)

Nothing to do with Centro as many addresses with B, CV, DY, WS and WV postcodes are miles outside their jurisdiction.

If you're buying online you need an address in one of those areas. Or you can buy at a station in one of those areas but there is no requirement for staff to validate the address, so you could put any address (presumably from outside the area too, nothing says you can't).

Yes, only the two on the card can use it to get discounts, and only if they travel together.
