Two together CIV ticket

Are tickets to London Eurostar Intl (CIV) available with the new two together railcard and available to buy through Eurostar domestic sales?

Yes, but an official source, the National Fares Manual NFM 18, agrees. If 2 adults use a Two Together Railcard (2TR), a journey from Edinburgh (EDB) to Lndon Estar CIV (LOE) does indeed attract the discount on all 8 available ticket types for that journey.

I'm in the ticket office today.

It is possible to sell 2TR discounted fares to London International CIV, but not London Eurostar CIV (which we aren't to sell at all!)
