According to this thread it is a driver depot.

I believe you’re right there, I did a quick skim over the guards thread but didn’t see anything - however a quick google search does show evidence of there being vacancies at Tweedbank in the past.
I assume it’s based in the Eildon View building adjacent to the platform.
