I've been buying tickets from the 12th August for journeys in Turkey on https://ebilet.tcddtasimacilik.gov.tr/

Classic Lines are bookable from the 13th August onwards

I'm trying to buy High Speed tickets from the 14th August but nothing seems available, is there engineering works or a short window for them being released?

Thursday 14th August - 0710 Sivas to Ankara

Saturday 16th August - Eskisehir to Istanbul

I have never seen high speed tickets (which both of your examples are) available more than 30 days in advance.
