Legally they have to call a strike within 4 weeks of holding the strike ballot, otherwise they need a fresh ballot. So essentially this is just a "pretend" strike which will have a negligible impact but will reset the clock.

Indeed. As far as the customer is concerned there will only be minor disruption on Saturday night & Sunday morning as it will only affect Train Operators who are booking on for night duties on Saturday night, the number of which is minimal in comparison to the overall numbers of Train Operators.
