A catering trolley will be on board making its way along the train selling food and drink. Assuming the train isn't so busy the trolley can't move. or the trolley staff just can't be bothered.

Theres only catering trolleys on the classic route via Tonbridge and Ashford, the trains are unlikely to be busy and the trolley service is reliable in my experience.

The Victoria-Ramsgate/Dover Priory route (the one in question) also has a trolley service. Otherwise it wouldn't say there was a trolley service. ;)

Edit: Also I don't know why it's telling the OP to change at Faversham since the train from Rochester is straight through to Dover (with a split at Faversham).

Perhaps the system has trouble coping with split destinations?

A foreigner might think a 'trolley service' is a tram service as trolley (along with streetcar) is a common name for tram in the US.

Actually, this is a good point
When you compare the ATOC version to the MixingDeck version, the catering is listed as such, but this is simply stated as Trolley Service
Perhaps it should be catering : Trolley or something similar

The TOC abbreviations are also misleading, as SE could be anything

Or quite possible a trolley or trolleybus service, as this is a word the same in many languages.

I think the TOC abbreviation is acceptable; SE is a abbreviation for South-East anyhow and the translation of SE is keyed at the bottom of the same page. However, I would think there would be more clarity in explaining that "SE" or "Southeastern" is actually the TOC and not some rule or geographic restriction on the ticket.

Not when using either the East Coast or London Midland websites and looking at the popup which appears (as per the OP post and remarks)
It just simply has facilities :
SE SouthEastern
and then listed at the bottom left hand corner
No mention of it being the actual TOC

I've had enquiries before about why their fare enquiry advises they are travelling SouthEastern, yet their journey is in a northerly direction

It sometimes does that when I have one of those trains booked Margate-Victoria (or vice versa). It usually indicates them as being on the same platform though. I think it must be a WebTIS thing, as everything else (including NRE) displays the service properly.

Thank you vary much for all :) I'm from Poland and this is why I think "trolley" is (in polish) "trolejbus". It's a bus like a tram:

We used to have trolley buses in the UK, until they scrapped them.

We cannot serve tea, coffee or sandwiches off that trolley I'm afraid. May be a few deaths on the 1708 off Leeds. ;)
