How? Exeter city council to Plymouth City Council? It isn’t staying in one council?

Sorry the rules are a little tricky to plan around.
I was thinking of Devon County Council - but had forgotten that Torbay and Plymouth are now unitary authorities and outside the county council area. So Paignton and Plymouth drop out, but I think the others still stand. (The OP was clear that county councils count...)

See post #12.

On the general topic, I was assuming that county councils were the relevant local authority outside unitary areas, district councils being within a county which is the transport authority.

No, unfortunately it goes into Thameside.
Okay too easy. The side of the Thames is in London. The River Tame on the other hand.

The assumption is correct, and in that respect the topic is not entirely trivial.

And nobody has mentioned Norfolk which has Norwich-Yarmouth and Norwich-Sheringham.

Colne is in Pendle
Which is in the County of Lancashire. However, Blackburn with Darwen is - like Blackpool - a unitary authority - which disqualifies it.

BTW - I assume Heysham/Morecambe-Lancaster been mentioned upthread.

Two-tier areas rather throw a spanner in the works for this discussion, it seems. For example the West Somerset Railway is entirely within the ceremonial county of Somerset and covered by Somerset County Council, but Crowcombe Heathfield, Bishop's Lydeard and Norton Fitzwarren are additionally covered by Taunton Deane Council.

This was true until April 2019, when Taunton Deane and West Somerset District Councils merged to become one council, Somerset West and Taunton (SW&T). So all WSR services are now within the one council area. This will be even more true when SW&T is replaced itself by Somerset Council (SC), a new unitary council, next year. SC will cover all of the former Somerset County Council, which of course is different from the ceremonial Somerset, which also includes what is now North Somerset and Bath and North East Somerset. Simples!

Someone needs to update the entries on Wikipedia then, as the stations I mentioned are still listed as being in Taunton Deane. I lived in Taunton for five years but had to check how far the (now former) Taunton Deane boundary extended. To be honest I was surprised it went any further than Bishop's Lydeard.

One service that qualified for this thread until 1983 was Huddersfield to Clayton West which was entirely within the Kirklees Council area.

Stratford is Stratford on [sic] Avon council, Leamington is Warwick.
But they are both within the Warwickshire County Council area so still count for the rules of this thread. They are in different second tier councils but in the same first tier council.

I don't know if this has already been said but:
Stourbridge junction to Stourbridge town is all in the Dudley metropolitan borough.

I'm looking for train services that run wholly within the same Council area (such as for example the Stourbridge Town - Junction service runs wholly within the Dudley Council area)

Stourbridge Jnction to Stourbridge Town?

Might just have been already mentioned, in post #1 by @bussnapperwm as it happens!

And then again by @leytongabriel in post #49 ;)

Didcot/Oxford stoppers? Not sure whether the line strays into Berkshire however. Couldn't include Oxford/Banbury as the line has a short stretch in Northants.
yeah didcot to oxford is entirely in oxfordshire which afaik is a single authority

There's a few services a day that run between Dalmuir and Balloch only. Entirely in West Dunbartonshire (Though the unit would go to/from Yoker Depot ECS which is in Glasgow City Council!)

There are a couple of examples of lines which end at country boundaries when it would make far more sense for them to continue beyond.

Nottingham - Worksop trains should obviously continue to Sheffield to give Mansfield easy connections to the north.

And the forthcoming extension of Liverpool Central - Kirkby electrics to Headbolt Lane rather than Wigan Wallgate or Skelmersdale shows the narrow minded parochialism at its worst with the various parties unable to get their act together.
