I was wondering how strict PCV tests are for 'over and outs' such as tree branches. Is there a sensible limit for small twigs?

One would assume that a PCV test route should avoid any roads with excessive tree overhang, but may include locations where a driver might need to react accordingly to ‘lineside foliage’ of the type encountered on a service route! Interesting question!
