Trainspotting: is this currently essential?

Could not one of the station porters or a fireman on a passing train have hollered at them :D

Part 2 is most relevant

2. Staying at home
You should only be outside of your home for very limited reasons, referred to in the Regulations as a reasonable excuse, which include:
  • the need to obtain supplies and services for you or your household, for example food, medicine, and essential household maintenance, we encourage everyone to make this as infrequently as possible
  • to take one form of exercise a day, for example a run, walk, or cycle – alone or with members of your household. We encourage this to be done locally. Exercise may be taken more than once a day where there is a need due to a medical condition or disability. Please see the guidance on exercise for more information.
  • to visit your GP or local health services, including the dentist
  • to deposit and withdraw money from a bank or similar establishment
  • to provide care for or to help a vulnerable person, this includes getting food or medicines for them
  • help the NHS by donating blood
  • to avoid injury or illness
  • travelling to and from work, but only where it is not reasonably practicable to work from home
  • visit a cemetery, burial ground or garden of remembrance to pay your respects
  • to attend a funeral if you are invited by the person organising the funeral, or are the carer of a person attending the funeral, although this is subject to limits on numbers who can attend, in order to ensure that 2-metre distancing can be kept
You should try to minimise time spent outside of the home and ensure you are 2 metres apart from anyone outside of your household.

Outdoor exercise is permitted in England and Wales, with quite similar, although not exactly the same, Regulations.

The Welsh Regulations, as recently updated, simply use words which place a greater burden on individuals to be closer to home. Exactly how close is unspecified. One line uses the term 'reasonable walking distance' - which is consistent with how I've chosen to apply the English Regulations.

Yes but specifically going out train spotting, and standing in a field, is not exercise!

Seeing as you seem to have got lost in the thread, you quoted my remark saying that someone taking photos during their permitted exercise is NOT allowed to take photos under the Welsh regulations. That is simply not true.

Trainspotting in itself is not an essential activity, however if you happen to live near a railway line, you are allowed to walk near it as part of your daily exercise (provided it is accessible via a public right of way). If you are looking for a specific train, it might be an idea to look on real time trains so you can time your walk to coincide with when the train passes. That way, you eliminate the dwell time waiting for the train which is not essential.
