Adrian Vaughn relates in Signalman's Twilight, how the commutor train calling at Challow was changed to not stopping there, and the service replaced by an extra stop by the Fishguard boat train, which, because of the ferry connection was unreliable. So, unofficially, the service was restored until Paddington got wind of what was going on and put a stop to it.
Not sure whether this fits the OP's definition, but on the Talyllyn during the Haydn Jones era, one could hire a slate wagon, and freewheel down the line after the afternoon train had departed
