Training Place Allocation Process

Training places are allocated based upon scores achieved by candidates during the assessment process, thus if candidate "a" achieves score of "12", candidate b "14", candidate c "15". The training places would be allocated 1st to candidate c then candidate b then candidate a.

Based on the above, who (listed below) would be offered the first available place on a Conductor Training course due to start in either January or April 2014?

1) A Succesfull Candidate who passed His/Her interview and Conductor assesment in a previous Recruitment Drive (April 2013) and was placed on hold for a job until it was withdrawn (August 2013) resulting in the candiate being placed in the talent pool until end February 2014 and is the only person in the talent pool for that depot.

Note: The above Candidate has also been told by HR, via email, one Month prior to a current Recruitment event, that He/She will be contacted once a Course place becomes available and that the score acheived in thier assesmenent is valid for 5 Years.

2) A Candidate who passes His/Her Interview and Conductor Assesment in a current Recruitment Drive (October 2013 to Present).

3) An internal Candidate who passes His/Her Interview and Conductor Assesment in a current Recruitment Drive (October 2013 to Present).

In addition to the initail question, is the Candidate in option 1 placed in a worse position as a result of the new Recruitment Campaign?

All things fair mate I would say candidate 1 should be offered the place, but unfortunately it seems things rarely work that way.
If candidate 2 scored higher and impressed in the interview then they're fresh in the mind and will probably get the nod, as for candidate 3, sometimes it's not what you know it's who you know, may not seem fair but hey given the job and the fact they're already an employee is it unfair to promote from within, I don't think it is !!
As for the last bit I think no1 is in no worse position really, tests and interview all passed. Many people would be envious of that.

I agree with the above and Candidate 1 must have scored well to have been on hold for the job in the first place.
