Train indicator board Eastbound South Harrow not working correctly

At South Harrow, the westbound train times work well, and on the TfL app and website it will show you when the next 2-3 trains are coming.
On the Eastbound side, often on the app, there will be no box for Easbound, only westbound.
When you get to the station, it just says check front of train, then all of a sudden, it will say 3 mins, and 5 mins later it will still say 3 mins, then eventually it goes to 2 mins, 1 min like normal and then train approaching.
I keep waiting 15 mins + .
Can anyone explain why this is? The times I trave are off peak around 1pm. In an ideal world I would like the app to work so I can time it that I minimise my wait time.

when a train leaves Rayners Lane siding into the eastbound platform, 3min will be correct; when the train departs Rayners Lane the minutes will countdown as usual.
with legacy signalling Uxbridge, Rayners Lane, South Harrow, Acton Town it is difficult to accurately follow trains

I was under the impression the signalling was all upgraded. There seems to be an army of construction workers all the time at South Harrow. What are the issues they are facing with signalling?

The construction workers are for increasing the stabling size of South Harrow sidings.
There are no upgrades planned for the signalling in the area.

Is that STILL not finished?

The issues with trains starting nearby are something that you would think 21st century automated station describers could handle from their initial specification, but seemingly continues. Go to the DLR at start of service and find the next train is "26 minutes". This is just the first from the far terminus; as trains emerge from the depot it suddenly changes to say "4 minutes". This accords with the printed timetable displayed at the station, but once had family members coming home again, having been sent (by yours truly) for the first train.
