Train headcode recycling

Something that caught my interest while trying to find the Cumbrian coast loco hauleds is the reuse of headcodes.

I'm familiar with the need to do so on busy routes, particularly around London, but why on the Cumbrian coast with its relatively low number of services?

There seems to be an aversion to using 2C01-20 and 50-99 and as a result quite a few headcodes in the 21-49 range are used for a morning train and an afternoon train. Is there are reason for this?

ps yes I know that there are a couple of services that have high numbers.
