Train fare cap

The government at the moment until the 31st March is running a bus fare cap https://www.gov.uk/guidance/2-bus-fare-cap of £2 for any single fare's.

Should there be a similar fare cap on local train services by train operators as well?

The railway doesn't have the same problem attracting passengers as buses do.

How would you define a local journey for this purpose?

I would define local to the county that you are living within. So for instance for me, it would anything from Rye to say Littlehampton as I live in Sussex.

That fare is already subject to Southern's coastway cap of £18.20 for an off-peak day return and £31.90 for an anytime day return.

Sussex is East Sussex and West Sussex from an administrative perspective, so the whole of Sussex is pushing it a bit.

However, I note that Southern's 'outside London cap' isn't really appreciated as much as it should be as the bargain it actually represents. There are not too many other places in the country where a journey as distant as Rye to Littlehampton (67 miles) is priced this low.

So Hitchin to Arlesey would not be covered by your cap but Hitchin to Potters Bar would? Doesn't seem right to me.
