Train Driving Positions - Two Fails & You're Out?

Does the 'two fails' rule only apply to the actual assessments/tests, or does it also apply to the actual applications too?

For example, if I was to apply twice (at two different times of the year) for a Trainee Train Drivers post, and fail twice, would that be game over for me?

It only counts for the psychometric assesments, you are free to apply for as many jobs as you want.
