that's just a technicality so he can appear as witness. Actually, most germans have personal accident insurance which would probably cover this

True, but it does make a difference. Dealing with the consequences of hitting someone might be considered an (unpleasant) part of a driver's job and allowed for in the pay, but dealing with the consequences of one's husband hitting someone would not be in the job description of the wife's job and therefore there is a a reason for her to seek recompence. He might get councelling and paid leave to deal with it, she won't but she might need to take time off to help him with depression, and do the more practical things that he would normally do but couldn't cope with.
