I have recently been on two trains where the air con had failed, and both where opening the windows was not possible resulting in pretty awful traveling conditions.
In houses, permanent ventilation is a design standard. While air con should have windows closed to function and function efficiently, it seems wrong to transport large numbers of people were there is no ability for even the guard to open windows in the event of failure, and that these trains are put into service on an assumption that these things will always work.
Should standards require opening windows, even if lockable?
