Train Cleaning

In France where I live some of the time they are making a big deal of the extra cleaning done on public service vehicles and trains at the moment. Tfl likewise.
But yesterday morning I got on a filthy London Victoria - Brighton Gatwick Express train which hadn't suffered the indignity of being cleaned (apart from a litter pickup I imagine) for some time. Arethere any regulations in place for this or is it just down to the train companies and their cleaning contractors?
