Im actually doing a presentation on this as we speak.
They are called Datum Plates and they are used to ensure all movement of the track is measured and can be re-adjusted to design level if need be. They are used to "manage the relative movement between the track and lineside structures" and "To ensure that any rail vehicle using the route cannot come into contact with structures or each other".
