Why is the strap type of thing here and what does it do?

(I could not decide if this ought to have gone in infrastructure but it is a Central Line bit of track)

Rail Anchor; stops the juice rails walking... (They're not usually clipped)

It's bonded / bolted into the sleeper.

You have a steel bar in the sleeper, bolt onto that a bar with an insulator in it, that then bolts onto / is welded to the conrail.
