Or someone comes up with an operational requirement they hadn't thought of before, that throws everything back to square 1.

In those cases, it comes down to the size of the cojones of the project Sponsor to say ‘too late, sunshine’. Done that a few times myself. Sometimes it’s better to get it nearly right and delivered quickly, compared to exactly right and not delivered at all.

In those cases, it comes down to the size of the cojones of the project Sponsor to say ‘too late, sunshine’. Done that a few times myself. Sometimes it’s better to get it nearly right and delivered quickly, compared to exactly right and not delivered at all.
In the case I'm thinking of (which I can't reveal) the requirement has come through the Sponsor...

In this case I can see that failing to comply with it will royally screw up that bit of the railway in future, so it needs doing but it should have been thought about before £lots was spent on design work.

Its got a lot better over the years. Though some of the good ones have been where they have done something just before a timetable change, not told us, and get irate as we have said "6 months before we can implement it"

That sounds like further examples of where there is a right way, a wrong way and then the railway way...

Occasionally BR did kinda get it right. When a new station at Worle was proposed, they actually got the timetable sorted before the station opened (I can’t remember now if it was slightly behind schedule) hence for a couple of months up trains arrived early at Yatton and down trains arrived early at Worle Jcn and had to wait for the junction and the single line to become free.

Loads of recent examples where allowance for the station has been built into the timetable, in some cases several years before opening, such as Buckshaw Parkway and Cranbrook (usually taking advantage of a timetable recast to do so in each case).
