Tottenham Hale platforms and security guards

What's with the security guards directing people away from parts of the platforms at Tottenham Hale (now on 4 as well as 3).

Is the platform made from dodgy RAAC concrete?

As the coned off work area is taking up a large amount of the platform space, I assumed the guards were to stop passengers using the narrow strip at the platform edge.

I don't know what the work is though.
