The short answer, no. This information is private and only for railway workers, as it contains personal data of crew.
I personally, purely on the basis that I like to clear certain classes and look for certain units, think an alternative site should be available without the personal data of course, but there isn't one as of yet.
In the meantime, there is a sticky thread under this sub-forum called TOPS Request Thread, and those with access to TOPS will answer any requests for you
