Is TOPS still in use anywhere in the world outside the British Isles?
Anyone know?

Your information is quite out of date, Southern Pacific was taken over by Union Pacific 15 years ago.

I imagine that all the other users would have moved on from TOPS by now, the inconvenience of using a purpose-built language would hardly allow it to be updated and improved as needed.

The article linked below suggests that Union Pacific are still using TOPS, but plan to replace it by 2014.

Thought they were still a separate operation from UP.
