If you follow the money trail the big profits are in leasing companies who own the trains and then lease them to the TOCs. Most of them are registered offshore too, to save on that pesky tax burden.

It's the American model. It has sent the countries infrastructure to the dogs and now the pigeons are coming home.

What proportion of the NR bill is paid by (entirely commercial) freight operations?

Essentially nothing.

Freight operators pay around £54m a year in track access charges, total. That cannot hope to cover any significant portion of the costs NR endures because of freight operation.

Freight operators are no more commercial than the rest of the railway.
