Of course there is no such thing as a free lunch. What we are talking about is looking after customers rather than leaving them fend for themselves.
The railway has, traditionally, made every possible effort to keep the trains running. When they couldn't run, it was impossible to find alternative transport as nothing else was running either! Of course, it is right that in extreme circumstances TOC's are not liable to attempt the impossible.
It's also right that it is only in severe and extreme circumstances can passengers simply be abandoned without any assistance whatsoever. That is how it has always been in reality!
