Time taken for Smartcard fulfilment

Has anyone else noticed, in recent weeks, an increase in the time it takes after purchasing a ticket, before it can be loaded onto a Smartcard using the National Rail Smarcard App?

I had become used to 10 minutes being adquate, now 45 minutes seems quite common.
