Is it better for me to call the number on the letter and speak to someone in person or to write to them as asked?

It is better to write. If you post a copy of the letter, and give some details of what happened we can give you guidance on what to put in your letter (and what to leave out!).

They won't speak to you on the phone about it.

If they have asked you to write to them, then you need to write to them.
