That's the big sidings located just to the South of the Newport to Cardiff main line, yes? Still in regular use?

If you drive into Cardiff, come past Tescos Pengam Green, the travellers camp, and the steelworks, you can see the Sidings on the right as you come to the roundabout for the docks

There have been quite a lot of wagons (mainly life-expired steel wagons) scrapped in Tidal Sidings in recent months - it's not somewhere I've visited in person but I'd guess that would account for most of the activity "going on" there. It's also used for wagon repairs.
The usual steelworks movements between Cardiff Tidal and the Celsa works are described in the thread below (although I think the 08 shunters have now changed over to new Zephir machines).
