I don't think they'll need to offer incentives. Awareness of Ukraine has increased massively, links and friendships have been forged with those who have sought safety in Europe, and in our particular niche of train geekery there are reopened lines, and exotica such as the guage chaninging Vienna to Ukraine service to explore as soon as we are welcome
