There is a breed of horse that's classed as domestic under UK law

Can you go into more detail - not cause I don't believe you, but because it might become helpful in a pub quiz sometime

(It has to be "small domestic" fwiw, but there are definitely some horses that are smaller than some dogs so I don't see that as necessarily an impediment)

I thought that cats were also classed as wild animals? Unless the law has been changed recently, it is a legal requirement to stop and report running over a dog in your car....but not a cat.

You get horses trained up as guide 'dogs' for the blind - obviously they'd be exempt once qualified, but do guide dogs in training require tickets? I imagine they'd mostly be miniature breeds. The dog trainers often have a few at a time.

I remember a radio interview with someone who provided small Shetland ponies to visit hospitals and nursing homes, and the interview asked why miniature Shetlands?
"Well, they can fit in the lifts..."

That's not the reason for the difference, the stop and report requirement applies to livestock and dogs as working animals.

No idea about the horses, but there is an agreement with UK TOCs for Guide Dogs in Training to travel on "short, local" journeys for training purposes. Their handlers, (trainer, puppy raiser, fosterer) have a letter issued from RDG to carry for this.

A similar agreement applies on London Underground, but only specifically in one area local to a Guide Dogs training school, rather than being anywhere on the network.
