whilst on a walk around Ferryside/St Ishmaels to Pembrey I noticed a Network Rail sign on the railway saying "You are now entering a ?????? environment" (or something about referring to staff training beyond this point). just wondering what this was?

Probably a legally protected environment notice, there is on on the Penistone line. Guessing it may be an SSSI or AONB, so there will be laws on what work can and can't be doen in that area, or what protection it needs.

I've seen them down at Purfleet on the Tilbury Loop and in Thetford Forest. Indicate when you are entering a nature conservation area of SSSI, and to employ appropriate working practices.

It's what 142094 said. There are certain restrictions placed on what you can do with and without permission of who takes care of a Special Site of Scientific Interest, or an Area Of Outstanding Natural Beauty.
I'll have a look for you and see if I can find any official notices.

Near where the 3 ridings meet
I don't know if the line is still open or not but there was a line near Worksop that had the reverse of those signs.
Do not pass this point without training due to chemical risk.
