Paignton is not an acceptable starting station; it is a terminus.

Rubbish read the rules and you'll find it is acceptable "This shouldn't be the station that ended the previous leg, or a terminal station with fewer than two routes out" Paignton has more than 2 routes London, Manchester, Exmouth and Scotland in the summer season
