No because buffers exist at the end of the rails on every platform road.
I'm not quite sure this is what implies it is necessarily a terminal station, then again I'm not sure that "not just a terminal station" is specific enough. My understanding is that a terminal station is one in which there is only one direction you can travel from it.
Hull is another example, alternatively Scarborough is a terminal station.
I'd like some adjudication on this please as I feel it's a bit of a grey area at present.
