The winner posts a new station to start at and then has to wait 15 minutes before being able to post again or to wait until three posts have been made by others playing.

Sorry if it hasn't been made fully clear, the 15 minute rule now applies to Tim, he cannot post until 21:31. However, he may post if the post is the 4th of the leg or higher.

Confusing eh? :)
