After each clue, the clue setter may accept only the first answer posted.

I am not sure, because even the second example of 'Penryn' wasn't the first answer either.

See post 908, which is the most recent version of the rulebook. I believe the clause you refer to was removed then: either way, it definitely hasn't been followed for some years.

I've just re-checked the rule documents and it does say that all competing players may provide a guess after each clue, so @Y Ddraig Coch's original guess of Penryn is definitely valid.
(Several sections of the rulebook haven't been followed for some years anyway because of the points-scoring element that the game originally had being dropped, so said sections are basically obsolete for current purposes.)
