Yes - I would have said one city (London) but I thought this clue was less ambiguous!
Also, apparently Rochester isn't a city any more despite having a cathedral.

The answer was Frant and the 'cathedral cities' in question were Westminster and London.

As in the station is shown on the destination boards as the terminus, but it isn't actually where the train terminates. Normally such trains are either loop services or slow trains which get overtaken before reaching the actual terminus.
e.g. At London Waterloo trains to Weybridge via Hounslow are announced as Addlestone services, because there are faster trains to Weybridge via Surbiton. Trains round the Kingston Loop are advertised as going to Teddington (anticlockwise) or Strawberry Hill (clockwise).
