Iirc there's no real limit on the number of clues. I've definitely gone up to 6 clues in the past. Clue 5 is just meant to be the point where it can only possibly be a single station.

If it helps, I've always used the rules from post #908 (granted that some of the rules talk about a scoring mechanism that seemed to have died a death years ago), specifically rule 3.2,
"The Turn Player must set five clues that clearly match the station he has chosen. These clues must become progressively clearer as the game goes on, to the point that come the final clue only a select few stations are still viable options (there is no obligation to reduce the number of possibilities to just one however).
