Won't work. They already disregard the NRCoC. They will just say that a condition is over ruled by some other obscure condition that isn't in the public domain.
The culture won't change because the DfT is happy for ATOC to effectively (if not legally) act as a regulator and allows TOCs to make up the rules as they go along. How can we change that culture?
