There’s no problem on the railway which can’t, allegedly, be solved by more annoucements! Just like the “solution” to many staff problems is a move from one location to another.
The point being made was that there is no plated number like on buses. Therefore it's left upto the crew to declare a train unsafe to move. There's not even really any guidance (at least not up here) on what factors to consider so you get one guard prepared to take a train that looks like the morning peak in New Delhi, while another looks on aghast.
The plated number on busses is worked out based on the kerb weight and then 65kg per person (for cars we use 75kg!!) and then you can have X people per m2 iirc… but most of the time it’s that reach a theoretical GVW… ie unladen mass, plus a passenger in every seat… whatever’s left devide that by 65kg and that’s how many can stand.
Now think about how much the actual average person weighs, add some shopping and then ram it full standing too..
