It's a separate tender, the 458/5s and 456s are part of HLOS. This tender to my knowledge isn't.
As I understood it the 458/5 and 456 project results from the HLOS for CP4 requirement - which has mainly provided for the 10 car Windsor side improvements.
That tender was originally issued in
2009 and was for:
"120 to 180 vehicles (20 metre) to operate in 5 car formation"
...and SWT ended up with only 108 vehicles, a bit on the low side, and as we know the 456s are not enough to provide for 10 car operations wherever 455s currently operate.
Presumably though the latest tender is to allow for both the further lengthening projects the HLOS for CP5 introduces, such as 10 car to Reading, and presumably further 10 car operations on the main suburban side, for which the platform extensions have already been done.
The latest tender was first issued in mid
2013 and initially called for a batch of:
"135 to 250 vehicles (20 metre) formed in Units of between three and five vehicles to operate in up to 10 car formation."
Additionally, in an amendment to that tender issued in Sept 2013 it (unexpectedly) it suddenly turned out that either new or existing trains could be used:
The rolling stock may be either new build or an existing fleet. Where the fleet is new build it must be dual voltage and the chosen supplier will be required to enter into a maintenance support arrangement for the period following the introduction of the whole fleet up to approximately 31.3.2019. Where the fleet is an existing fleet it must operate on a DC network and be compatible with an existing fleet operated by Stagecoach South Western Trains Limited and modified to meet its requirements.
So to clarify some of the ideas in an earlier post...
starrymarkb suggests '46 x 10 car sets', based on the numbers of 455s, but they've explicitly asked for units of 3-5 vehicles, and in any case the total number asked for is nothing like enough to replace the 455s. But why would they do that anyway, given that they are to be re-tractioned, and operated with 456s to make up 10 car trains?
The way the tender reads they haven't ever asked for 10 car fixed formation trains in the style of Thameslink either, although there have been PR photos of long Desiro City lookalikes in SWT 'red livery' they are simply Siemens PR, and I don't think any inferences can be drawn from them...

I thought that the 10 car OJEU was withdrawn and replaced with the 458/5s and 456s, or was that something completely separate?...
As I've attempted to explain in the previous reply, there have been two distinctly separate tenders about 5 years apart, the 458/5s and 456s are definitely the result of the 2009 tender - which back in 2009 was generally assumed to be for new (probably Desiro variant) trains. Porterbrooks's 458/5 lash-up undercut new trains price wise presumably...
