Big proposal for rail replacement services​

Mr Price says it could be that when rail replacement services are needed, station staff would be qualified to begin driving passengers to their destination much quicker when problems occur.

He says conversations are going on with unions. He says "once we have bus franchising rather than being reliant on a bus operator two hours away from a rural railway station, when we have a problem - we will still have problems, because a train might hit something on the line - we're looking at whether our station staff could have PSV [public service vehicle] licences and would be able to access a local bus that would be maintained and insured from our franchise systems."

He says that is done elsewhere in the world, not the UK".
Is James Price serious? He is living in a fantasy world? He is going to train up station staff to get a PSV licence and give them all buses. And this guy is on silly money to come up with ideas like this. It's no wonder Welsh Transport is a laughing stock when this guy is in charge.

What will you do to improve information for people facing delays?​

Mr Price says no matter how reliable the services get, there will always be cancellations. He says there are large section of single track railway in Wales which means when something happens it quickly turns into "significant disruption". That doesn't just impact the train that hits something or gets caught in something, but "everything behind it".

He said that can lead to hours of delays which are "stubbornly difficult to deal with".

Mr Price says Twitter and communications teams are now in control centres to access information quicker. There are new control staff, and problems about rolling stock have been addressed.

Jan Chaudry-Van Der Velde, chief operations officer, said good real-time information comes from control rooms, and he says a new control room has been opened at Taffs Well for Valleys lines services. He says signallers, traffic control staff for network, trains and electrics and CCTV controllers are all in one room meaning decisions are made quicker to inform staff and customers.

Social media staff have been moved into the Cardiff control room, he said.
Interesting that there is no commitment for TFW to start adding emergency rail replacement buses to journey planners as Cross Country and some other TOCs do. The amount of emergency buses that TFW Cardiff request that station staff don't even know about is laughable. Staff in Cardiff don't care for anyone outside of the offices, as long as they are happy, that is all that matters. There's been signs up in Chester all of last week saying 'Buses replace trains between Chester and Liverpool/Manchester until Friday' and then come Saturday it changed to 'this weekend'. It was a week long block and why say buses replace trains to Liverpool when Merseyrail was running perfectly fine and similarly Northern was running perfectly fine via Mid Cheshire and running between Warrington and Manchester Victoria. Cardiff staff don't have a clue what is going on in the world and their inability to properly inform customer is laughable.

Railway staff are usually better paid - why would they leave unless they could get a healthy redundancy package?

If single track is an issue maybe doubling should be considered.
It regularly is, but it would ential enormous costs that simply can't be justified on the basis of reduced delays alone. Plenty of examples around Wales though where additional services have triggered doubling with the benefits for everything else (North of Wrexham and a section around Swansea to name two examples)

I know of at least 2 conductors and 1 driver who used to drive buses before they had enough and left to join tfw

October marked five years since Transport for Wales (TfW) took over the Wales and Borders franchise. The then First Minister, Carwyn Jones said it would deliver “a first-rate railway system for Wales” yet recent news has been filled with stories of delays, cancellations and low passenger satisfactions levels.

With the Senedd’s Climate Change, Environment and Infrastructure Committee (CCEI Committee) set to undertake its annual scrutiny of TfW next week, here we explore whether recent rail performance is on the right track or coming off the rails.

It appears that the Welsh Government can’t even tell people the correct route of the Cardiff Bus 6 from the city centre to the Bay. It does not (& has not for years) gone around the city centre via Greyfriars Road but goes from Canal Street on the south side of the library.

The business.senedd.wales website mentioned above also tells people driving from the east to use the A4232 (which crosses the Rumney flyover) before degenerating into the run down Rover Way - which should have been replaced years ago by a new dual highway. At least all the roaming horses indicate that this must be a posh area with the horsey set.

I actually find the station staff PSV option interesting. The flight risk from station staff to bus drivers is minimal to negligible in my opinion - rather the opposite transition is more prominent.
However, we should take this proposal in the spirit that customers will be on the move much quicker and more seamlessly in times of short notice disruption.
Sure there's a few obstacles to overcome in instigating such a policy - but new ideas to support our customers should we welcomed and investigated thoroughly rather than being abruptly shut down.

If you're going to commandeer a bus (and I wonder how the passengers who were going to catch that bus would feel about it) wouldn't it come with a driver anyway?

It does seem to me that there is considerable scope for TfW to improve information provision, and (from where I am) no sign of interest in doing anything about it.

They have a real time status display on their web site that will happily show a line as running without problems when the real time departure boards are a sea of red delayed and cancelled trains. I'm pretty sure I could do better given access to the right API.

They have replaced evening trains on the City line with ticket arrangement on Cardiff Bus but are unable or unwilling to give any information to passengers or their station staff on what routes and bus stops to use, preferring just to give a URL for the Cardiff Bus web site. Even though this is a long term (over a year) arrangement. Or maybe it's permanent?

Information on Journeycheck is often nonsensical (e.g. where a station is closed due to platform problems saying that the line is blocked, even though trains all pass through without calling).

I'm sure it's not easy to provide information during disruption, but they seem to fall down even when there's plenty of time to get a straight message across.

Could I do better if it were my responsibility? I don't know, but I'd be disappointed if I couldn't.

I think that a huge issue for TFW is that their CEO is a multi-billionaire, he runs it like a business, not like the public entity that TFW is.

If you mean James Price I thought he was a former civil servant with no business experience. He must have inherited or married into that wealth.

If you mean Jan Chaudhry-van der Velde , the Managing Director of TfW Rail, he's a career railwayman who joined BR in 1989 and has worked for them and various TOCs. He won't have earned multiple £billions doing that.

Looks like the big changes planned for December 2023 won't happen now until December 2024. I'm sorry but that's frankly pathetic. We been promised a hourly swanline service which frankly we do need regularly your getting swanline services especially the 1105 from Swansea cancelled.

Llansamlet getting more popular now since buses been cut back.

Tfw said they going to try and avoid buses duplicating the trains. So no T4 between merthyr and Cardiff then

Are you sure you didn’t mishear? There are supposedly only four Welsh billionaires, and none of them live or work in Wales.

Why would a billionaire work in public transport for a couple of hundred grand a year?

They do talk about James Price having £billions in his pocket but they're talking about taxpayers' money to spend on the railways, not personal wealth.

I agree about Swanline. its ridiculous that its been neglected so much. The service isnt much better now than it was when the Manchester trains picked up Swanline stops during the Covid timetable. Whether the 1105 runs seems to depend on how many carriages are on the 0911 from Cardiff. If its 3 or 4 carriages made up of Sprinters then it usually runs as some go to FIshguard and some go on the Swanline back to Cardiff. Today the Swanline was cancelled as they send a single 153 to Swansea which went onto the FIshguard service.

Swanline should also have a Sunday service of some sort. The amount of people wanting to travel on Sundays for leisure it seems ridiculous there isnt some sort of Sunday service aside from Pyle.

It's completely bizarre, unless they plan to buy a load of buses which will be sat around all day doing nothing, and employ more people at stations to be able to drive them when needed, which 90% would just be milling around the station.
Maybe look at actually running a decent service then have a good enough relationship with local private operators that can run emergency buses when proper things actually go wrong. The amount of times you see a Birmingham based Coach company running along the heart of wales line is truly astounding.

In reality, never going to happen surely.

I quite admire Merseyrails approach to rail replacement buses, albeit a much smaller network. Arriva are the main go to operator, who have designated "rail drivers" who list their availability for emergency rail replacements on a sheet in the garage. When the rails go down, Arriva get a call, they phone the drivers who've put their name down to come in ASAP (who get a decent rate of pay just for turning up) and they're out and about pretty sharpish. Various Merseyside garages have rail drivers with rail route knowledge - not just Wirral for Wirral etc, Wirral rail drivers know the northern line for example. If there are spare drivers in who know the routes they'll go out too. It has been known for other operators such as Happy Als to be called upon too.

I believe TFWs rail replacement (and other road transport eg taxis) are sorted via a contract with Abellio. Speaking to numerous people, apparently it was better under Arriva Trains Wales where Arriva themselves were contracted to source other road transport. In fairness this year they had standby buses based at various key locations over the summer ready for any crowd busting or disruption.

I believe you're right here - I recall terminating at Gloucester because of a broken down freight train. I recall someone mentioning abellio sorting taxis for passengers.

Usually the problem during disruption is they are not empowered to move passengers using a cab on the rank and instead someone must order one from an approved supplier list.

Probably something similar with sourcing the replacement buses.

Some stations have a docket system thing where they can walk outside onto the rank and write on where the taxi went from, and to, time and date. The taxi then takes the passengers and the driver reclaims to expenses at a later date. Some however it is a case of using the approved taxi list. The issue with taxis are that not every firm joins the rail replacement portals and so there are so many firms losing out on potential custom because they aren't on the lists. While not the same, look at the amount of taxi firms who didn't partake in the traintaxi system thing and so on. Taxi firms don't know about the system, don't think about this kind of work or simply don't care about it. I don't think many of the portals actively advertise that they are looking for companies to add to their database and that of course doesn't help the taxi or bus sides.

How do you think that the intermediate stations are going to get served without a bus? Any passengers making through journeys were directed onto trains, only those for the intermediate stations were sent to the buses. Messaging has to be kept brief.

Still need authority from Control to do that.

Eh? I never said don't run the buses over the affected sections. I was criticising the message on the board (well, half of the message, it didn't all fit on the board as either the boards aren't configured properly or someone put too much text into the line). As for the message, it was easy, you just say 'Buses replace trains between Chester and Newton Le Willows/Liverpool South Parkway'.

That said, the lack of partnership working with Northern was amazing. Buses following eachother because of how the timetable worked out. TFW still serving Earlestown as well despite the fact there are trains from Earlestown to Manchester and in this instance there were trains from Earlestown to Warrington. Needlessly costing taxpayers hundreds, if not thousands of pounds extra having buses divert to a station which is largely still served by trains to most destinations, plus needlessly extending passengers journey times. Welcome to TFW!

That may have been the case for passengers asked staff about what is going on. For anyone who didn't seek station staff assistance inside though, it certainly wasn't the case. There were a good number of people who just read the board and consequently walked outside to get a bus replacement, only to be sent back inside because the trains were still running to where they wanted to get to. Not passengers fault, if a big sign says 'buses replace trains to Liverpool' you go outside to the bus. Unnecessary stress caused to a large number of passengers for no reason other than someone in offices in South Wales struggles to write basic signs and despite it being reported on Monday that this sign needs changing, it was still up on Friday. Even when alerted to issues, no one resolves anything.

The dispatcher at Junction should be on until very late (1D94 is the last dispatched train of the night, I think). They contact Control. Where there is no dispatcher then find the guard.

There you are, can't fit too many words in.

Most people use journey planners and those will direct you to the fastest train, whether the Mid-Cheshire or via Crewe.

You can if it was on separate lines. The boards have about 10 lines and the message was too much text as it was only on about 4 lines with the other lines empty! If they made use of the boards properly, it would have been fine, it was clearly configured by someone who didn't have a clue about railway geography (such as the diversions and other operators affected) and didn't have a clue how to do the LED boards properly.

Most people use journey planners and those will direct you to the fastest train, whether the Mid-Cheshire or via Crewe.
For the Manchester ones there were more people on journey planners but not everyone did and some people just had open tickets and just wanted to get to Manchester some way, they didn't care how. Or they had old screenshots from before buses were showing. Some people just click the first one on the app because it's easier etc. For Liverpool because Merseyrail is turn up and go, people just turned up at the station, checked the boards for the next departure, saw the notice saying buses replace trains to Liverpool, walked outside to get the replacement bus. Got turned around because the train they wanted was still running, as normal, off 7B, it was just a misleading sign that no one will be held accountable for, it will just be another failure brushed under the carpet.
