TfL Young Visitor Discount

What are the actual conditions of the Young Visitor discount added to an Oyster card (seemingly only valid for 14 days), which gives half price travel (alias child fare). We have heard this week from separate gateline staff:

- "We don't do those any more".
- "We're too busy to do that".
- "It's only for children from overseas, not British children".
- "Yes, give it here" (logs on to ticket machine) click-click-click "there you are, done"

There seems very little publicity for this ticket, or how to get it enabled. It has a separate advantage as the 11-15 Zip Card, if lost, takes more than two weeks for a replacement to come through the post (whatever the TfL website might say about this), whereas the child fare onto an Oyster can be done on the spot. And how often are child Zip Cards lost? They are, after all, for children (one classmate's number of losses, at £10 a time for replacements, is apparently into double figures!)
