I recevied a TFL Verficiation letter and I was wondering if the 10 days runs from the date of the letter which was 14th or the day i recevied it (today)

It would be better to assume that it's from the date of the letter (14th). The thing is, TfL know when they sent it: they can't know exactly how long it will take the Royal Mail to deliver it.
